§ 106-140. Applicability of article.

  • This article shall apply to all users that discharge into the Ypsilanti Community Utilities Authority's (YCUA) publicly owned treatment works (the POTW). In addition, it shall be unlawful for any user located outside the city limits to continue discharges to the POTW except as provided in this article. In addition, this article shall establish permit requirements for connections or alterations to city or YCUA sewage works facilities or the POTW; govern the design, construction, alteration or use of and connection to the sewage works and POTW; regulate the discharge of wastewater into the sewage works and POTW; prohibit certain detrimental conduct; authorize the issuance of permits; authorize inspections; provide for administration and enforcement of the ordinance from which this article was derived; establish civil and criminal penalties for violations; and authorize the enforcement of and ensure compliance within the city of the Federal Water Pollution Control Act, the Clean Water Act and the Michigan Natural Resources and Environmental Protection Act, more specifically defined herein, and regulations promulgated and adopted under said acts and statutes.
