§ 106-455. Sewer rates.
(a)
For all billings rendered prior to October 6, 2016, existing rates for sewage disposal services shall prevail. For all billings rendered on or after October 6, 2016, rates for sewage disposal services shall be as shown in Schedule A:
(b)
The consumer shall pay a late payment fee of 1½ percent of the total bill on any bill not paid by the specified due date, but paid before the end of the month in which payment is due, and an additional 1½ percent of the total bill for every additional month thereafter in which the bill is not paid in full, including any late payment fee(s) accrued to date of payment, up to a maximum late payment fee of double the initial total bill. This late payment fee shall apply to any YCUA bill, not limited to bi-monthly water and sewer bills.
(c)
The city shall pay for sewage disposal furnished by the system to any premises owned or used by it at the foregoing rates.
(d)
The YCUA board shall have the right to fix and determine a charge for sewage disposal service to properties having no water connection, if any such properties exist.
(e)
The term "connection" as used herein shall be construed as being any opening for public or private use, made in any sewer of the system for the purpose of providing an outlet for the disposal of sewage.
(f)
Any tax exempt or community user of wastewater service may request the YCUA to review its charges for wastewater service for the previous calendar year by submitting a written request for a review by March 1 of the current year. All reviews so requested shall be limited to a review of the previous calendar year's charges. Upon receipt of a request for review, YCUA shall review the user's record of payment and wastewater service provided to determine whether the user is paying the appropriate pro rata share of debt retirement. If, after a review is concluded, it is determined that the user has not paid the appropriate pro rata share during the previous calendar year, then the current calendar year's charges to the user shall be adjusted.
