§ 2-51. Merit system governing personnel policies.

  • (a)

    Principle. All appointments and promotions of city officers and employees shall be made solely on the basis of merit and fitness demonstrated by a valid and reliable examination or other evidence of competence.

    (b)

    System. A merit system governing personnel policies for the city is hereby established. The city manager shall establish and maintain a merit system for city employees. The system shall include the present personnel policies and classification plan of the city, and such additions as shall be deemed necessary by the city manager. The personnel policies and classification plan shall include classification and pay plans, examinations, force reduction, removals, working conditions, provisional appointments, in-service training, grievances and relationship with employee organizations. All such policies and plans shall be consistent with state and federal laws.

    (c)

    Collective bargaining. This section shall not affect or diminish the right and obligation of the city of engaging in collective bargaining with appropriate unions.

    (d)

    Application of section. This section shall not apply to any office exempted by the city Charter or state law.
